On a traditional layout those two jobs sit on two different machines. That creates three predictable costs:
1. Two setups, two queues. The board waits in line twice, and a changeover on either platform stalls the other stage.
2. Extra handling. Every board moves between the placement platform and the insertion platform, adding handling risk and WIP.

Two of those numbers deserve a reader's attention.
